Check your manifold studs. I have just gone through a long, lengthy and possibly expensive exercise with symptoms just like yours.
I thought it was a turbo going so I fitted a new one, and guess what, the whistle was still there.
Replaced a few manifold studs and gaskets and all was well.
As an aside, in my indecision, I decided to keep the new turbo on as the old one was sure to have suffered some wear after 190,000 ks, so, paid the extra and rested assured that a new turbo must be a good thing.
5 months later and less than 10000kms and the new turbo blows up stranding me in the middle of nowhere.
The long and short of the story is that Garrett now says it was oversped (on a TD5!!) and are reneging on warranty. At least I still have the old one to fall back on.
As I said, check manifolds and then tread carefully.
Regards
Glen
