Thank you John, a very comprehensive answer!
My first thought was the turbo but only guessing at this stage.
Definitely no leaks on the output side of turbo and no restrictions on inlet side apart from the filter of course which is new but it is a 300tdi filter and housing presuming this allows enough flow?
No reason for the pump timing to be out that I am aware of, how do you check?
Starts up fine when cold, little bit slow at turning over sometimes when very cold but does need a new starter motor, some smoke at start up and very occasionally it will run a little lumpy for a few seconds but soon clears.
Looking forward to getting it running right, goes ok as it is so should be good when its going well!

Right, finally had an hour spare and checked the compression.
All 4 cylinders were between 400-420psi so very happy at that, rules out piston ring/cylinder trouble.
Only slight issue was that number 3 glow plug was covered in oil but not sure where from!
So looking elsewhere for problems, does anybody know what pressure the injectors run at, my neighbour has an injector tester but wants to know what they run at.

Opening pressure is 2630psi, and the pressure to check for leakage is 2346psi (should not leak at this pressure).

That's good news, probably just a dribbling injector which probably means all of them need disassembling and cleaning. Starting pressure is 18134kpa or 2630psi. Once the starting pressure is correct(you can adjust this with a flat screwdriver) you can do a leak down test which should take not less than 6 seconds to go from starting pressure above to 10132kpa or 1469psi. If the pressure drops quicker than the 6 secs you should replace the nozzle.

    Thanks chaps.
1st opportunity I get to rip out the injectors I will.
Do they usually come out ok or will I struggle?

Also still thinking about upgrading the turbo but every time I read the turbo thread my brain melts!!!

If it's any consolation, it felt the same writing it.

    In a nutshell.
Garrett GT2259, MHI TD04HL-19T or Holset HE221 are your best options. The Borg Warner EFR6258 is the bling option.

Mmm.... I recently had some problems I also did a compression check which read normal like yours But I found its not that accurate as its more about time taken and rate it takes to build preasure a test which shows more is a cylinder leak down test you can buy kits but what I did was make a fitting that has a thread which will go in to the glow plug hole so compressed air about 100psi can be applied put the engine on compression tdc check for air escaping some will past buy the ring but not much if it comes out the exhaust (use a glove or plastic bag over it to detect.) Leaking exhast valves do the same on intake. mine were leaking but I also had a slight leaking head gasket too it wasn't a steel shim type... also had a doggy ij pump too... my problems took about a year to sort out hope yours dont but lots of little things not quite working properly can be difficult to sort hope this helps

Yes maybe a better test is needed then.
What was the outcome of yours? Did you need pistons/rings or was it all valve trouble?
Did you buy new valves or head or have the head reconditioned?
    Thanks

Got the valves gound and the head skimed .pistons were fine bore still had hone markes in it ... if the valves are leaking at all diesels will never run well
