However - you need to be aware that the gearing with 255/85 16s becomes a little too high for a standard Defender with a 300tdi & R380

Now I have here a D1 steel rim and a 130 steel rim.

Both have a centre metal thickness of 8 mm
Both have a rim metal thickness of 3.5 mm
Both have rims welded to centres with 4 spaced runs of weld 140mm long.

So why is the rating supposedly different?

What am I missing here? Steel spec.?

I suspect that it is mainly because when the manufacturer made them, they were originally made for a different (lighter) motor car, and they were specified as sufficient for that motor car ?
