I would crop the bottom bit, do a selective contrast in some areas and run the sharpening edges once and the unsharp filter after.
See what is the result after that.

Funny thing happened when I was at St Helens over Easter. Tim and I were doing some night shots and this gent came over and started talking photography and he is a forum owner/member (cant remember) for a Melb photography site.
He was leaving with guests, but turned up again 10min later and told me that I had inspired him to come out and take some pics
Anyway, below is a pic I took over Easter that highlights an easy mistake to make whist getting all excited about shooting. As you can see below, the image is blurred in the background/foreground rocks, I believe as a result of a large F stop! Should have been around the 11 - 16, but had it at 4.5
Anyway, a lesson learned

If you have PSCS3 and Topaz filters you can run Topaz denoise and the image imp[rove quite a bit.
Also have a look the original histogram if there is not information lost on the LHS.

one_iota, make sure you resize the image to 72dpi before posting to web as i used to get fuziness in my posted images.

The Canon 450 D have a maximum resolution of 4272 x 2848
If you select large resolution the camera will gieve you a RAW image of 15.3 MB which converted to tiff on your PC for the secod PP stage will give you a file of about 50mb plus.
If you shoot in JPG mode only you loose heaps of information and for this reason the final image will never be as good as if you work on RAW or Tiff.
The final image for the web will be 72 dpi 800 x 530 pix or there about.
The last photo that you have posted does not have ISO noise, have the pixels distort.
