By the looks of it you have to remove the fan hub to do that, our local LR parts store has them up on the wall but i think they are costly for a tool you might only use a couple of times. Do a forum search for "viscous hub removal" started by "fluids" in 2011 there is a photo off home made tools that member "extreme" has made, all you need is a grinder and drill. [ sorry i'm a dill and can't post links yet]
If you do not know the age of the belt i would replace it and keep the old one for a spare.
One plus is that you had a look at your starter motor and now know there is still a bit of life left in it.
