First question... a bit more detail about your discovery would help eg year, petrol or diesel, manual or auto.
Secondly and I may stand corrected by those more knowledgeable, it is possible, depending on the ECU to put in a new one in, but you will need diagnostic equipment like a nanocom to program it.
Thirdly, I would be digging deeper into the car to determine what caused the ecu to fry before putting another in. Sounds like a decent short somewhere.

I'm guessing it's an MSB ECU. You can get a later model NNN ECU which can be remapped by a nanocom. Shouldn't cost you more then $400 to buy the later model ECU. But first you might need to figure out why your ECU cooked like that!
