The govt of the day does have some 'sway' with the Reserve. It doesn't act entirely arbitrarily in such circumstances; and indeed would be very very foolish to do so.
IMHO the RBA governor has similar personal issues to Mr Rudd.

I have just watched on Ch 9 Julia Gillard in an interview ..all I can say is watch out Abbot.what a difference she is to Rudd.. completely working class no ****..no spin..not like Kevin..not like Johhny..all far right conservatives will have to watch their backs..seig heil.. those ideologies will not work any more.As for her political speak again no spin no bull****. Not the fault of the miners as you say but not the fault of governments either, at least in the case of the iron ore industry. Part of the requirements to mine iron ore in WA involved undertakings by BHP and Rio Tinto to establish downstream processing of iron ore in WA.
In part, to comply with these obligations, BHP built the Port Headland HBI plant, Rio developed and built the Kiwinana HiSmelt plant.
Of course world economic realities impacted on both plants but that is another story.
