    My way has a 100% success rate.... I'd break there legs and throw them down one of mineshafts up the bush. Job done. Saves the taxpayers a fortune (infact, I'm happy to do it as a free community service) it will also clean up the gene pool.

    The operative word is "over". There were very few and short tunnels only where absolutely necessary. And even then, they used an awful lot of gunpowder. Tunnelling in the Blue Mountains, for example to eliminate the Zig-Zag, only became feasible with pneumatic drills and nitro explosives. Tunnelling in Hawkesbury Sandstone by pick and shovel is simply not feasible. And it is a lot easier than the terrain in any other capital (except possibly Perth.)

    Many do rehabilitate, but it only happens if they WANT to change.
    Don't confuse punishment with rehabilitation - they are different things.
    We lock some people up knowing they will never rehabilitate, but society wants them put away to keep the rest of us safe.
    Chain gangs usually cost more than they achieve. It's just make work. Don't pretend that is rehabilitation, it's just punishment. For example, chipping rocks didn't stop Nelson Mandela from wanting to overthrow the racist white South African state.
    Sadly, it's really about human nature. Most people can be persuaded to act acceptably, but a small number are just worthless and may never want to change.

    Let's not forget also that if we were to see true justice, a good many of those in Prison would be in Mental Institutions. Some in Asylums for the Criminally Insane and some in Hospitals that could cure or rehabilitate them. Putting Mentally Ill people in Prisons amounts to torture IMHO.
