The whole progress of this pandemic (worldwide) has depended on people moving about while sick and exposing a lot of others. A prime example is the couple who moved from Melbourne to Caloundra, stopping regularly (perhaps as road safety campaigns urge?) eating all meals at restaurants (sometimes trying a couple in each town), spent a couple of nights in Dubbo, went to the movies there etc.

I think this is what the picture was referring to.
