Each State does not have it's own rules, it's how the rules are enforced, and what the penalties are that are different. When the rules were laid down in March 2020, the PM stated that States & Territories could decide whether these new measures would remain heavily advised, or legally enforced. 31 March 2020;
EDIT I think it is true to say the rules are formulated by the National Cabinet, for all States to follow.

The worry in Victoria ATM is that the source of the infections of the family from the suburb of reservoir , is still a mystery. None of them are primary close contacts of anyone in Melbourne who have had COVID recently, or the hundreds who remain in isolation as Melbourne's outbreaks are closed down. Nor have they visited any of Victoria's 100 plus exposure sites. The Vic. Deputy Premier said if the two who broke lockdown were relocating, it was not a breach of directions in Victoria. The Qld Police are yet to question them, but are very keen to do so, after they leave hospital.

Crikey, not a wide choice then. I suppose it would cost 13grand to keep a person in Gaol considering all the "Luxuries" they are reputed to have.
A Vic Reggo car passed us on the M1 the other day heading towards Adelaide but it is difficult to know from where & whence he came from.
I guess one has to let the cops do their job & hope for the best. He could have been here for months & wasn't breaking any law.
The Qld Police are grumpy as ATM, if you have a Vic number plate, expect to be pulled over a have a chat, and normally placid locals are taking photos of Vic cars in their area, and sending them to the Police hot line. Over the top, I know , but people up here are not happy. And it's difficult to blame them, especially considering 5 others have been found, how many more are there?
The daughter is jumpy because 3 people she works with have been ordered into hotel quarantine, despite testing negative, because they were at an exposure sites on the Sunshine Coast at the same time as the couple from Melbourne who tested positive and are now in hospital quarantine.
She was told about 300 people have been ordered into HQ on the Sunshine Coast.
She has tested negative, but is planning to get a second test on Monday.
