The advantage that Howard Springs has is that it is not in a city centre multistory building, and has rooms for separate quarantinees (is that a word?) separated, not by a wall but by about five metres of open air, and not sharing a common indoor corridor, with a common ventilation system.
A similar successful quarantine facility does not need to be way out in the bush, but does need to be where sufficient open land is available. Bit hard to find this in the suburbs of, or even close to, any major city is the problem.
The first COVID-19 vaccine has been given emergency use authorisation for children between 12 and 15 in the USA. The US believes vaccinating children will be the key to protecting communities against outbreaks. Pediatric infectious disease specialist M. Chang states that adolescents are as capable of transmitting the virus as adults are. They are also less likely to have noticeable side effects, so could spread the disease without knowing it. From the Smithsonian.
EDIT. Pfizer has announced it will seek emergency authorisation to vaccinate children as young as 2. Moderna's clinical trial results for children 12 to 17 are expected in the next few weeks, and results of a trial of its vaccine in children 6 months to 12 years are expected in the latter part of this year.
