The FG definition of a hotspot released today is interesting:
Metropolitan - average of 10 cases a day over 3 days
Regional - 3 a day average over 3 days
So under that all of Vic and I think Sydney would currently be hotspots, but not regional NSW
Qld has refused to accept the definition and others are discussing it.
