Your figures look comparable to Aus, we seem to be getting a few cases a week (mostly in Sydney) from people in Quarantine. If you factor in that most people won't be travelling anyway (travel is down by ~99%) and those that are travelling probably believe that they are healthy now that the repatriation flights have finished.
All returning travellers are going into compulsory quarantine for two weeks, although there do appear to be a few exceptions such as the case in Adelaide recently. On the whole the exceptions seem to have been risk managed pretty well with those testing positive having been isolated from others when not in Quarantine.
