Yes, it appears the NSW border controls have failed, so it's not surprising Qld has joined Tas, SA, WA and the NT in locking the gates.
This story says there will be exemptions for border residents who need to cross, but photo ID required.

BTW here's a health tip I read and am practicing about shop displays. Don't touch the front row of items, because people pick them up and put them back. Choose items from the back row.
Andrews has just announced a new $5000 fine, in addition to the $200 and $1652 fines, while if it goes to court the max is $20,000.
That is $5000 if they should be isolating and are not at home, $20 000 if they go in to work.

How have the NSW controls failed in comparison to Qld?
People are lying and it looks like possibly forging documents.
If they get through two sets of controls how is it only the initial controls fault?

And have a read of what happens when Victorians fly into NSW, they see don't just walk off a plane, they are vetted, documented, temp tested, and for the most part are staying in hotels in the city and transitioning to international flights and leaving the country.

More like NSW and QLD authorities did not review documentation thoroughly and made assumptions about exemptions that were not correct.

Not sure why the ACT has been included as we have been COVID free for the longest of any State/Territory.
