Dunno, same reason Danni Minogue didn't quarantine and ministers don't have to either. Most likely the reasoning is that quarantine at home is considered good enough for people with a level of responsibility that allows the government to trust them not to sneak out.

Coronavirus: NZ could end up like Melbourne, experts warn | Stuff.co.nz
Yep. The thing that also worries me at the moment is the three travelers who left NZ and were found positive at their destination. One of the three was just transiting through Akld Airport so was not living here. The other two had stayed here for a time. Both had arrived here in or about March and were non-confirmed and were in isolation the required time. I wonder if the virus lays dormant after 'recovery' and then perhaps is reactivated by air travel - air pressure change? - as they then tested positive on arrival at Sth Korea and Brisbane respectively.
Time for all tested people - negative or positive - to be tested again regardless. That'd satisfy Hipkins request for more testing and would possibly flush out any latent virus from a group that has a benchmark set by the previous test - me included as I was tested negative in April.
Yep I was wondering whether we have it in the community when I read of those travellers ex NZ. We have become very complacent, myself included....a mate from SA was asking me the other day, what restrictions we are practicing, as they are still being told to keep their distance etc in Adelaide...to which I replied...we are back to how it was pre covid here, business as usual!
The only thing in our favour compared to SA, is that we don't have a land border which anyone determined enough... can skip across.
DFAT are saying he wasn't granted an exemption.

Its curious in Sydney he was allowed to change to a flight to Qld.
Its also curious people are still allowed to fly from Melbourne to Sydney and walk out of the airport.
The NSW-Victorian border is supposed to be controlled, yet the three blokes from Logan who had been to Melbourne were allowed into NSW and then lied their way into Qld.
Its just getting very messy.
