He was simply stating the bleeding obvious - dont shoot the messenger because he is right - (and dont believe Nelson's review found something new - it didn't, it is just that the times are a changing) - the Navy recommendations until recently had to go through the Royal Navy and invariably were stopped. Also the Navy's own brass in the past were often not supportive - attitude was often that the heros were just doing their job, hence Sheenan was awarded MID.

Every Anzac day I admit I partake in a bit to much listening to several whom are normally very quiet about what happened. I doubt I can recall a year we haven't raised a glass to our dead mates and the many who died before them.
