You may have had to jump through hoops but there's many more don't have to who are classed as refugees etc. The advocates of the various groups make sure that they don't have to conform even to basic health rules which others have to satisfy before they'll be considered.
Try bringing any old folks out to join you and you'll soon see how many more obstacles they put up to stop you.

Any crap legistlation going around, especially that from the EU, and our pollies will pick it up and try to get it in as evidence of them doing their jobs and bugger the voters.
Stop all pollies travel and stop them using the internet as well and then we'll be safe from loonie ideas!
Some hopes of that but hopefully we've got a few more years yet of relative freedom compared to the poor mugs in other countries.

The bans are tied to compliance with emission guidelines - the TD5 is compliant so any car with it is fine - the TDi and previous weren't compliant. What they are saying is that is was mandatory for 2002 and on, so any model after that must be compliant, those before might still be OK.
