The thing is that in the wet, car setup is just as important as in the dry. It's a fallacy that it evens out the playing field. What it does do is let those that have very good car control (a vast difference to being fast) and feel make the most of what they've got, but it's a damn lottery out there when it rains.
I've been involved with and setup cars for blokes that were afraid of sliding (to go fast the car has to be virtually out of control in the dry, let alone the wet)  and couldn't drive out of sight on a dark night. Set it up right, give the bloke confidence and one fella was driving around the outside of much, much better drivers. 'Course the setup engineer was given no credit whatsoever.....
