That should be dictated by the rating of the socket. I've got a 3.1 amp USB in my car which is useless. Most devices get angry and won't work with that rate when they are flat. USB 3 has a much faster data rate.. So good for head units etc
The USB C standard allows for much higher charge rates than USB A...
