About twelve months back I actually emailed the SA and NSW vehicle registration authorities and enquired about towing a trailer with trailer exempt registration into their states and they both replied with similar answers. "Providing it meets the Vic Roads exempt criteria and it is behind a Victorian registered vehicle it is permitted". 
I wanted to tow my trailer to into SA which I did.
More recently I contacted Vic Roads about trailers exempt of registration being towed behind a vehicle on Historic Registration. Spent for ever on the phone but eventually got an answer that it is permitted but they do not manufacture the exempt plates to suit. So either paint the number on or chalk it on. Registered trailers can be towed behind "H" registered vehicles too.
