You are most likely correct.
On the post 99 models at least RL7 is connected slightly differently than RL6 and the fact that RL7 fails when RL6 doesn't indicates to me that RL7, for some reason, is carrying more current.

No, I don't think so. I looked at the ETM for both pre-99 and 99-onwards and I can't see any additional circuitry. RL7 fails in both but RL6 doesn't.
