The steering relay is quite difficult to turn by hand, even when serviceable, and without oil is probably impossible. They are relatively easy to pull to bits, but be careful and follow the manual instructions, as the spring may cause injury.
Even if left for long periods without oil, it may well come good simply by refilling, replacing the seals and using it a bit. The relay can be overhauled in situ, which is just as well, since it is likely to be a major job to remove it.
