Not only that, if you look closely you'll see the anti compression ferrule in all of the holes. bee utey's point stands. The manual states torque specs for a reason. Replacement bolts are a nice luxury in this scenario.... there is no specific reason to use them ( unless someone has ZF specific data that argues differently ), but there is also no specific reason not too ( unless the replacement bolts don't meet spec ).

My question would be, do ZF, you know, the guys who would know, specify new bolts? Would LR, who fit the ZF Transmission, NOT spec new bolts if the OEM specified them. Answer those questions and you have your answer. ( Service Bullettins are a part of this, as any SBs would well and truly have been addressed by now ).

John maybe I didn't make it clear enough I am talking about D1 ,D2 ZF filter kits HYM1164 like you use on your Disco 1 and Disco2 . Not any later stuff .
I asked Land Rover and nothing specified about replacing bolts when doing a service. When they repair your Auto being under under warranty, ask them if they are replacing the sump bolt as norm? when they service change the filter and oil.

Rave mentions nothing on replacing bolts.
    Refit
    1.
Clean oil sump and mating face.
    2.
Fit new gasket to oil sump, position sump to
    gearbox.
    3.
Position spacers and tighten bolts to 8 Nm (6
    lbf. ft).
    4.
    Fill automatic gearbox with oil.

    Cheers, Mario

The torque specs are your answer. Mr. Customer has been doing them up way past that, as 6lbs isn't much at all.
At any given point in time, somewhere in the world someone is working on a Land-Rover.

It was clear enough, Mario. My response was actually agreeing with you.

My, people are sensitive at the moment.
