I talked to some cummins engine importers and was told for the 3.8isf to meet euro 4 or 5 they need an adblue system.
to add to this, Futuranet make Puma instrument transcoding for the TD5 and other Rover engines. People are using this to get the BMW M57 ECU to talk to the Puma instrument pack (another project that is bubbling away when i have an idle mind). Haven't asked the Q if it will talk to CAN J1939. Thanks Northy, the DCEC supplied ISF3.8 is sold as Euro III and IV. Cummins Rod and Race on FB are selling a range of refurbished Cummins engines. When i enquired Bourkie was able to source a new ISF3.8 with Adblue for circa $11k landed. Wrong timing for me so i didn't ask what Euro emissions standard. If you are right about Adblue for Euro IV that is a disincentive to use that engine. While there is no hard and fast rule, i understood that Adblue was introduced to meet Euro VI. That it is used to comply with Euro IV would suggest it is a fast/easy solution to meet emissions.

I've done some more reading into this issue. AFAIK the ISF3.8 was built for Euro III, to meet Euro IV and V Cummins uses Adblue system. As mentioned above, it was probably motivated by the ease of a bolt on solution to upgrade to meet the higher Euro standard. The Adblue is coded into the ECU. Again AFIAK the ECU for the ISBe and ISF range are the same unit (different tunes), which means if you see tunes for the ISBe5.9 and ISBe3.9, in theory, the same can be done to the ISF.
As an aside, there are a few vendors in Oz that are pushing the Cummins 4.5L engine. Standard tune is 180hp and 650nm from 1300 to 1900 rpm. Stepping up to 210hp 700nm and 270hp 800+ nm. Essentially they are all using the same kits as each other, one solution being an engine plate adaptor to bolt either the 5.9, 4.5 and 3.9 to a Patrol or LC box. The engine adaptor is not cheap but a convenient solution if you own a Nissota or prepared to wholesale change out the drive line of your LR.

There is a story in the February Land Rover Owners International magazine, which I bought this week, about an American who fitted a Cummins 2.8 to an older Defender 110. The story might also be available through the magazine's website.
It actually doesn't mention changing the axles or flanges.

Heritage Driven in USA rebuilds Defenders and puts the R 2.8 as the diesel option. They end up pretty flash.

There is UK mechanic here in Thailand that has converted a couple of Discovery 1's with an Isuzu 4 cylinder diesel. Not sure exactly which model except that it is 3.0 litres, turbo charged. He has mated it up to the original auto transmission, and it drives really well. But there are thousands of these things here and it is not difficult to find a low Km car that has been wrecked.
