Next time your in it, try a light acceleration to say 2800 or 3000 then lift off and see if it changes up.
I say this as you want to eliminate a line pressure fault due to a maladjusted kick down cable.
After that, unless it is low pressure or a blocked filter (that it shouldnt be seems youve changed it) there isnt that much more you can do with a ZF without rebuilding it from what Ive gathered.
Someone might know a bit more than me but Im having problems with a slipping sprag at the moment with mine.
