A variable RPM governor is just as essential for a diesel as it is for a petrol engine.
The throttle setting just provides the fuel/air required to maintain the RPM as a particular load. Any change to the load automatically results is a change to the RPM which can be disastrous depending upon which machinery is being driven by the PTO.
All LandRovers (both petrol & diesel) fitted with rear PTO units were fitted with governors. A have a couple of these that came with PTO assemblies. Although dealers also fitted PTO assemblies and sometimes 'forgot' to fit the governors.
Stationery diesel engine units such as used for electricity generation normally have a variable RPM governor built into the injector pump that allows fine RPM tuning as well as the 1500/1800 RPM alteration between our 50 Hz and USA's 60 Hz domestic electrical systems. Without accurate governing an RPM variation of more than about 10% simply destroys electrical appliances. Many appliances are even more intolerant of variations in Hz/RPM.
