Actually I am almost always very tolerant of cyclists, except the other day when he split the lanes, rode to the front of the queue and pulled in front so he could turn right while all the cars behind wanted to go straight ahead had to wait.
Now this thread is making me far less tolerant of cyclists.
Still isn't a ticket in it!
Most people only do their driving test once in 40 years, they therefore have 39 years and 363 days where they can stop in traffic to reverse park as many times as they like.
- He should have ridden his cycle up behind the last motor vehicle in the queue,
- stopped behind that vehicle indicating his right turn intention with his hand signal.
- When the lights turned to green and the cars in the lane ahead proceded along the road ahead and off into the horizon he would move forward to the intersection and wait;
- when the traffic coming the other direction had passed then he could have made his right hand turn.
That way the cars coming up behind could have moved to lane one and continue along the road and not be obstructed by the queue jumping road obstructing cyclist.

He was rude at the least to hold traffic up so.
Although if there was a traffic island could he have snuck up on the right side and waited next to the car at the front of the queue? Wouldn't have impeded your forward progress that way?

Unfortunately only the road into which he was turning had a traffic island.
I doubt anyone would have minded if he split the lanes and pulled in front of a car that was signalling a right turn.
But he did none of those.
