Well however remote a possibility, there is always a chance that the person they had was not the shooter at the time - we know differently now.
Remember in the Christchurch shooting they initially thought there were three shooters and ultimately apprehended three people, two of which had guns but only one was the shooter, the other with the gun was a doogooder trying to help the police and just confused matters, and the third just matched the initial description.
So in the Christchurch incident - following your logic all three woud have been killed by the police when only one was the perp.
