Queenslanders who return don't have to quarantine after their return unless they have been to a hotspot, as defined by the Qld Chief Medical Officer. Last time I checked the hotspots were all in Sydney. So someone can travel to northern NSW and return without needing to quarantine. Lots of tourist places on the NSW North Coast are being kept afloat by travellers from Queensland, so its helping the NSW economy.
The real losers are tourist places on the Gold Coast and FNQ, particularly Cairns, who have lost both international and domestic visitors.
Personally, I would open Queensland to visitors from everywhere EXCEPT NSW and Victoria, who would stay shut out for health reasons for 1 or 2 x 14 day infection periods, in case of a second wave of infections. Let the rest of the country, which seems to have suppressed the virus, come and visit.
I would also open to NZ, so that would put the onus on the federal government to stop playing politics and let NZ people visit. Put up or shut up.
NZ has done better than NSW and Victoria at suppressing the virus, so let the Kiwis in, I say. They might then let us visit NZ too. This would also help the airlines to get flying again.
