If the lady in question lived in NSW she would be in exactly the same situation, although the test would probably be more reliable and be followed up with more diagnosis to ascertain whether it was a false positive. She would also be forced into self isolation with a large fine and monitoring of her adhereance via visits from NSW health staff and/ or police. She's probably silly wanting to visit her grandparents after testing positive in any case but she's in America after all.
The big difference is the level of trust that I would place in the testing and the authorities between here and there.
