I don't think they have been off since put on in 1989! The double hex nuts holding the swivel ball to the axle casing looked prehistoric. I thought they would stop my advance but a propane torch, wd40 and a good quality extra long ring spanner got them turning. The brake caliper bolts were the ones to worry about.. three rounds of heat/wd40 + breaker bar + broken arms is what it took.
Whole hub assembly off allowed me to replace with all new seals and bolts ... much better!
Shame the swivels are pitted and will probably start leaking again sooner or later. Another job another time!
