Yes because NSW has the best detection regime in the country - it is circulating at low rates in most states as shown by poo samples but is not being detected otherwise - remember that woman a little while back from Townsville who was detected in Melbourne by their superior detection regime and when they went back and checked in Townsville - found in the Townsville poo water. It took the Victorians to detect that it was in Townsville and Qld did not have a clue until then - and of course the detection went against Vic numbers not Qld numbers.
