Seatbelts:
AFAIK the 77 S3 had an option for retractable belts, or you could go with the standard lap/sash. Fixing points are at the corner of the seat box under the door handle, at the bottem of the rear bulk head on the flat section between it and the seat box on the insides, and normally on the corner of the cab above the door, using a special corner reinforcement section (available). In your case with a soft top you could fit a seat belt bar (made by Exmoor I think-very expensive) or you could fix the rectractor to the rear of the bulk head though a reinforcement plate. This will need engineering approval-$150-talk to the engineer before you do it.
Seats:
Unless the seats are either Series type or County type the will also need engineering approval for the mounting points unless they have already been approved. If these have been previously approved there should be an approval plate in the engine bay, usually need the radiator that says what has been approved.
Much easier to get some second hand seats and use them for rego. What you do after that is up to you.

There is a inline fuel filter. With the Holden motor new steel fuel line were re routed, so I will remove and box it with the spares.
Before I remove it, what do you get access to removing this Black Rubber cover ????
