Yes, Even with 80-90% fully vaccinated, so-called herd immunity is not actually immunity at all, apparently you can still catch and spread the virus when vaccinated. … being vaccinated just means you’re less likely to get seriously unwell. Opening up the country at only 65% of whole population vaccinated will be a disaster.
At this rate NSW / ACT will be in lock down until the end of the year!
…and no State is going to open its border to NSW even if 65% are vaccinated. Vaccine passports seem pointless in terms of borders because you can still spread the virus even if you’re vaccinated.

According to my calculations, using published figures for infection rates and vaccine efficacy, we need 83% of the whole population to prevent spread for delta. But lower figures will work provided some social interaction restrictions are used. These might include, for example, widespread mask use, and requiring proof of vaccination for high risk activities, such as sporting venues, night clubs, church services etc.
Obviously a major requirement is for vaccines to be approved and used for children.
No vaccine is 100% effective at preventing infection, and for respiratory viruses, they can establish a significant foothold in the respiratory system and thus start spreading before the immune response ramps up.
