It's certainly true that mental illness is under-diagnosed and counseling and mental health services are seriously under-funded. Taxpayers don't want to pay the cost of funding them properly.
Saying the cops should have just shot him ignores reality. From what I saw he was not threatening people when he was doing burnouts so shooting was not justified. You can't shoot people just because they might do something bad
As for him being on bail, lots of people are on bail. Do we really want to lock up even more people? Should know a lot more about his criminal history before commenting, I think.
It's a terrible situation.
